Cape Canaveral Market

Three Infrastructure Sectors. One GC With the Credentials for All Three.

Cape Canaveral sits at the intersection of three distinct infrastructure sectors, each with its own permitting and procurement requirements. The first is Port Canaveral: the second-busiest cruise port in the world, a working cargo facility, and an active military sealift terminal. Port-adjacent construction is subject to Canaveral Port Authority jurisdiction, USACE Jacksonville District coastal and dredging permits, and FDEP Coastal Construction Control Line setbacks for ocean-fronting work.

The second sector is federal: Cape Canaveral Space Force Station (CCSFS) and Patrick Space Force Base host active military operations, commercial launch programs, and defense contractor facilities. Construction for these clients requires DOD-eligible prime contractors with documented federal performance, surety bonding, and the audit-ready documentation standards that contracting officers require. The third sector is the tourism and hospitality corridor along State Road A1A, where hotel, resort, and mixed-use development faces Brevard County building permit requirements and the same FDEP Coastal Construction Control Line constraints as port work.

Federal-eligible GC for port and Space Force work: BAM's DOD armory performance record, surety bond, and documentation standards position it as a qualified prime for Cape Canaveral's federal and port-authority-regulated construction programs.

Cape Canaveral Questions

Before the Scope Call

No. The HVHZ designation applies only to Miami-Dade and Broward counties under the Florida Building Code. Brevard County, including Cape Canaveral, falls under standard FBC high-wind provisions, which require PE-stamped structural drawings and wind load compliance but do not require the NOA Product Approval documentation for all assemblies that HVHZ demands. Specifying full HVHZ assemblies on a Cape Canaveral project adds procurement cost without a code requirement. BAM applies the correct Brevard County standard at the design stage, not after a budget variance surfaces during bidding. Coastal construction near the Atlantic Ocean does add FDEP Coastal Construction Control Line requirements, but those are separate from the HVHZ material specification standard.

Yes. BAM Construction holds a documented DOD performance record from federal armory construction at Arcadia, FL, is surety bonded, and carries the insurance coverage and documentation standards that Space Force and Air Force contracting offices require for facility construction on federal installations. For Port Canaveral work, BAM coordinates with Canaveral Port Authority for site access and project approval, and manages USACE Jacksonville District permit requirements for any work involving dredge, fill, or structures in navigable waters adjacent to the port. Contact us to discuss procurement structure, pre-qualification documentation, and contract vehicle options including T&M, GMP, and unit price formats.

Construction seaward of the FDEP Coastal Construction Control Line, which runs along most of the A1A corridor in Cape Canaveral and Cocoa Beach, requires a Coastal Construction Permit from FDEP in addition to the standard Brevard County building permit. The CCCL permit establishes minimum structural elevation, setback from the mean high-water line, and design requirements for resisting storm surge and wave action. Projects that also involve structures, fill, or excavation in or over navigable Atlantic coastal waters may require USACE Jacksonville District Section 10 authorization under the Rivers and Harbors Act. BAM initiates FDEP CCCL and USACE permit applications in parallel with structural design so that authorization timelines do not delay the Brevard County permit sequence.
