A Specialty Sub Cannot Do What a Bonded GC Can.
A specialty subcontractor can perform the trade work. They cannot pull a GC permit, carry the structural engineer of record, deliver the county-accepted final inspection, or produce the closeout package your lender, insurer, or board requires. For institutional and compliance-driven projects, the permit applicant is the party of record and that must be a licensed, bonded GC.

Federal Contracting Credentials
Federal contracts over $150,000 require Miller Act bonds — performance bond and payment bond — from the prime contractor. A specialty subcontractor cannot hold a federal prime contract or provide Miller Act bonding.
