South Florida's Bonded
Structural GC
Concrete restoration, marine construction, and milestone recertification — permitted and engineer-stamped from assessment through final closeout.
SAM.gov registered · Miller Act bonded · CPARS on record
One Contract.
Every Trade in Scope.
A bonded GC permit replaces the multi-sub coordination problem — one engineer of record, one permit applicant, one closeout package.
Concrete Restoration
Spalling repair, rebar corrosion treatment, traffic coatings, crack injection, and SB 4-D milestone report documentation.
View scope & pricing →Sheet Piling
Vinyl and steel sheet piling installation to NAVD88 elevation. DERM permit management, Miami-Dade inspection, full closeout.
View scope & pricing →Seawall Construction
New seawall systems and cap restoration. SFWMD ERP, DERM, and NAVD88 compliance documentation as a standard deliverable.
View scope & pricing →Milestone Recertification
SB 4-D 25/30-year milestone inspections, engineer findings, repair scope, permit pull, and county-accepted closeout package.
View scope & pricing →Masonry & Stucco
Miami-Dade NOA-compliant three-coat stucco systems, brick facade restoration, and HVHZ-rated assemblies. Self-performed.
View scope & pricing →Parking Garage Restoration
Level-by-level phased concrete restoration for occupied parking structures. SB 4-D scope included — not a separate engagement.
View scope & pricing →Assessment to Closeout.
No Handoff Gaps.
The same licensed GC that assesses the structure pulls the permit, executes the work, and delivers the county closeout package.
Structural Assessment
Florida-registered engineer conducts on-site evaluation. For SB 4-D milestone buildings, assessment includes compliance determination and timeline guidance for HOA boards or property managers.
Engineering Drawings & Scope
Stamped drawings produced in-house — not by a third-party sub. Scope is built around findings, not a pre-packaged proposal. Cost table delivered before contract execution.
Permit Submission & Parallel Tracking
BAM submits all required permits simultaneously — building department, DERM, SFWMD where applicable. Parallel submission compresses the critical path by 4–8 weeks versus sequential filing.
Phased Execution
Work is sequenced to keep occupied structures operational. Parking garages, residential towers, and waterfront facilities receive level-by-level or zone-by-zone scheduling.
Engineer-Stamped Closeout Package
Final package includes permit sign-off, as-built drawings, test reports, and SB 4-D compliance certification. Delivered to property manager and uploaded to county portal where required.
Why South Florida Structures
Degrade Faster
Miami's coastal environment accelerates deterioration through mechanisms that don't apply inland. Understanding the failure mode determines the repair scope.
Salt-laden air penetrates concrete cover and reaches embedded rebar in 8–15 years in coastal Miami-Dade — versus 25–40 years inland. Once chloride threshold is crossed, corrosion is electrochemical and accelerates exponentially. Surface patching without rebar treatment restarts the clock at a disadvantage.
Corroding rebar expands — it is 6–8x the volume of the original steel — generating tensile stress that fractures concrete cover from within. The spalling that becomes visible at the surface represents weeks or months of subsurface delamination. Sounding (hammer tapping) is required to map the full extent; visual inspection alone misses 30–60% of affected area.
Tidal action and wave energy erode soil behind inadequately embedded or deteriorated seawall panels. Once voids develop behind the wall, settlement and lateral displacement accelerate. Miami-Dade requires sheet piling caps at NAVD88 +4.0 to +5.5 ft — structures built before 2005 flood maps were updated frequently fail this threshold and require full replacement, not repair.
SB 4-D (2022) imposed 25-year coastal and 30-year inland milestone inspection deadlines. HOA boards that deferred maintenance through multiple reserve study cycles now face findings that cannot be phased — county requires a 150-day repair deadline from the inspection report date. Spalling on 8 of 12 deck levels is not a phased problem. It is a bonded GC project.
Visualize What's
Inside the Concrete
The damage that triggers SB 4-D findings is invisible from the surface until advanced stages. Chloride penetration reaches rebar years before spalling becomes visible — by which point structural section loss has already occurred.

Three Counties.
One Licensed GC.
BAM holds active licensure and bonding across Miami-Dade, Broward, and Palm Beach. Each county has distinct permit layers, inspection processes, and regulatory requirements.
Miami-Dade County
- SB 4-D 25-year coastal threshold (3-mile rule)
- NAVD88 +4.0 to +5.5 ft seawall elevation
- Miami-Dade DERM — 4–8 week critical path add
- Miami-Dade NOA for all stucco products (HVHZ)
- Three-coat stucco system required by FBC
Broward County
- SB 4-D 25-year coastal / 30-year inland
- Broward County Environmental Planning & Community Resilience
- Fort Lauderdale Waterway permits (additional layer)
- SFWMD ERP for all marine construction
- South Florida Building Code — HVHZ designation applies
Palm Beach County
- SB 4-D 30-year inland threshold (most PBC properties)
- Intracoastal and Lake Worth Lagoon DERM equivalent
- Palm Beach County Engineering — waterfront oversight
- SFWMD ERP covers all PBC marine work
- Federal market: SAM.gov registered, Miller Act bonded
Your Findings Need
a Bonded GC.
Not a Sub.
A specialty contractor can perform work. Only a licensed, bonded GC can pull the permit, carry the engineering-of-record, and deliver the county closeout package that formally resolves a milestone finding.
